Erica de la Cruz is now the Deputy Commissioner for Claims and Customer Service. The scope of the new program includes claims services, self-insurance regulation and the subsequent injury fund. Erica has served as Director of Claims and Customer Service since 2017. She has managed the operations of customer service teams across the state supporting the agency’s call center, processing DWC forms, and outreach efforts with injured employees. Erica began working at DWC in 2005, where she held various positions and was involved in improving the appointed physician’s operations both internally and externally before moving in 2012 into Claims and Client Services. I graduated from the Senior Management Development Program at the University of Texas Governor’s Center for Management Development.
Marie Landrum is the new Deputy Commissioner for Health and Safety, replacing Matt Zurek. As Deputy Commissioner, she will oversee the Office of the Medical Counsellor, the Healthcare Business Administration, medical fee dispute resolution, workplace safety, and return-to-work programs. Mary will also continue to oversee operations, training, and certification for the physician-designated program. Mary has over 30 years of experience in the healthcare field. Most recently, she served as Director of Physician Designated Operations and Healthcare Business Management at DWC. Mary joined DWC in February 2008, as Director of Medical Fee Dispute Resolution. Prior to joining DWC, Marie served as Director of Business Office Operations for Select Medical where she oversaw daily labor desk operations, accounting and revenue cycle management for over 100 outpatient physical therapy centers. Mary holds a BA from Texas State University and attended the Executive Governor Program at the University of Texas School of Public Affairs. In 2018, the Commissioner of Workers’ Compensation appointed Mary to serve for two years on the State Agency Board, which supports the Governor’s Commission for Women. Mary is currently in her second two-year term on the board.
Kimberly Donovan is DWC’s Deputy Commissioner for Operations and External Relations. The new program area includes communications, external relations and the research and evaluation group. Kimberly brings over 25 years of experience in the insurance and government industries. Prior to joining DWC in November, she held the position of Senior Policy Analyst in the Office of General Insurance Counsel (OPIC). Her responsibilities included managing agency activities related to personal line policy forms and invoice analysis/drafting, external communications, social media, and legislative/public inquiries. Kimberly also represented OPEC in the Texas State Legislature and served as a primary stakeholder in various outreach events. Prior to her employment at OPIC, Kimberly worked for the Texas Department of Insurance in the Department of Regulatory Policy, where she was responsible for policy models, rule formulation, code analysis, and legislative enforcement. Kimberly has also held several leadership roles in the private sector in the property and casualty industry including National Claims Compliance Manager, Quality Assurance Manager and Claims Service Center Manager. Kimberly is a graduate of Auburn University with a BA in Business Administration.
Tammy Campion will replace Jo McElrath as the new Deputy Commissioner for Commercial Operations. She currently manages the day-to-day operations of several programs including enterprise automation services, information management services, and business process services. Tammy’s role includes managing DWC’s technology modernization efforts, EDI operations, system data and electronic records management. She has served as Director of Business Operations Operations since February 2020. Tammy brings over 30 years of experience in the workers compensation industry with highly advanced management strengths directing multi-level program areas and overseeing business operations initiatives through program monitoring.
Kate Sidora is DWC’s Director of External and Media Relations. In this role, you will manage DWC’s government relations, legislative activities, and stakeholder outreach. She most recently served as DWC’s Public Information Officer. Kate will continue to serve as a spokesperson for DWC and coordinate all media responses. In her previous role on the communications team, she also developed and managed DWC’s social media pages. Kate started at DWC in 2014 as an outreach specialist who helps coordinate annual educational conferences and courses for assigned physician certification, then transitioned to writer and copy editor at DWC Communications in 2016. Prior to her work at DWC, she worked in multiple roles in the Texas Department of Governor Appointments under the Governor Ex Rick Perry. Kate has a BA in English from Texas A&M University.
